Oklahoma City mother, Delonia Lowe, LPC, LADC, is licensed as a professional counselor and addictions treatment expert the state. The mother of 5th grade twin daughters, she is a long term resident of the OKC . Lowe has been faced with having to ask OKCPD law enforcement and OKDHS whether the father of the girls, Arthur L. Hunt is compliant with his terms for driving post DUI conviction in 2012.
When the father (Hunt) of the girls complained he was being asked about this DUI conviction and related requirements, he then took the mother (Lowe) to Civil Court in Oklahoma County. This while Hunt also under review with OKDHS child support court for 9 years, of non-payment of child support. OKDHS Administrative Court for Child Support also did not relay the DUI violation, nor the risk to the children to the CPS faction of OKDHS.
Lowe spent hours running errands between involved groups to try and discover what the conviction entailed, what had or had not been completed and who had the locus of control on the issues.
Lowe questioned again the DUI content on the conviction, and learned this was an issue of DUI, possession of marijuana on Tinker Air Force Base and that Hunt had failed to comply with the Judge’s orders regarding the conviction
Hunt produced no evidence of compliance of same. Lowe asked the then Civil Court Judge to order advanced drug screening, and the Judge did not. Hunt produced no answers, and persisted in his demand that Hunt should be able to drive the daughters or have control of the daughters for independent and unsupervised visitation. Hunt has obtained ongoing assistance over all court actions pro bono from local women’s issues lawyer, Debbie Self.
Over the course of roughly 8 months, Lowe has multiply reported the non-compliance from Hunt with his DUI conviction orders. Roughly 11 groups have interfaced with the subject. This does not include the number of people whom Lowe has contact with at said groups.
And it appears that noone has any assigned responsibility over Oklahoma DUI processes, once the driver gets their license back. The Interlock contract for Oklahoma is via Guardian systems, which is home based just outside of Atlanta in Marietta, Georgia
The Interlock device must be purchased with a contract by the convicted and then daily, as used must be blown into. Any failed action once lips touch….so doesn’t work, detects alcohol, or any other concern the Interlock registers on an electronic relay to the company local representative. If the data is acceptable, the device which is mounted on the steering column of the vehicle, then unlocks the ignition, allowing the driver to use the vehicle. The Interlock device is to be calibrated once monthly by this company representative. Who this collected data goes to, is not clear and what happens if the device malfunctions or detects risk includes collecting data, and “grounding” the vehicle, but to what end is not clear.
So, the various Oklahoma Department of Public Safety staff it seems suggested that Lowe basically wait until Hunt commits another intoxicated drive and then they will run him through the mill again, because apparently there is no assigned authority to mitigate a disaster. Which is why there is a DUI program in the first place?
Noone in the 11 groups is a mandated reporter of potential or actual risk of child harm except the mother?
Noone seems to have any answers and there is no option for any version of aid it appears. Lowe posted the YOUTUBE video, as one example of Hunt driving. Yet the video description says OKCPD did not accept it. A female OKCPD officer did see Hunt driving in September, but did not stop him from driving nor apply any resources for clarification and let him leave the girls school with them, despite inquiry from the girls themselves and the Lowe. the video shot in Valley Brook, where Hunt owns Pete’s Automotive.
Currently, there is no documented report regarding Hunt driving without a proper license, without the Interlock and also no documentation of risk to the daughters being forced to ride in the car with him.
Oklahoma City Mayor, Mick Cornett has two public campaigns running. One is regarding “Just Report It” related to Oklahoma’s high rate of abuse of women and girls. The other OKC Campaign is about safe driving.
No statement, nor any plan to rectify the problems of this DUI violation are announced or in the news. It has not been remarked upon by any government official as a sentinel event. This combined incidents noted in this article have happened in Ward 7, and also in incorporated Valley Brook, which is a bedroom community to Oklahoma City and functions as an independent town. Questions span city, town, county and state rules in Oklahoma.
Councilor John Pettis is the elected official over Oklahoma City Ward 7 and the only African American on the OKC City Council. Arthur Hunt is a cousin of Pettis, and thereby the girls are also related to Pettis. Lowe and her daughters, Hunt and Pettis are all African American. Ward 7 is where 13 African American women were raped by an OKCPD officer (this trial is scheduled for October 2015 at the Oklahoma County Courthouse.) Valley Brook has one of the largest rates of arrests for DUI in Oklahoma.
